Given a tool name + plain-English description (and optional parameter hints), emits a strict OpenAI/A2A-compatible tool card: { name, description, parameters: <JSON Schema> }. Powered by Venice zai-org-glm-4.7 in json_object mode. Useful for retrofitting LLM-callable tool descriptions onto existing API endpoints.
